Requires covered developers to execute a project-specific reimbursement agreement and deposit funds for actual professional, advertising and recording costs associated with City review of land-use and financing-incentive applications. The agreement controls the reimbursable amount. Its litigation language concerns enforcement of the reimbursement agreement and does not, by itself, prove payment of every third-party lawsuit-defense invoice.
